New E-bike legislation in NJ

I have sat in on a few meeting this week on this topic.

What is clear is that this law was misguided and written with haste.

I ask that each of you reach out to any and all of you elected officials to voice your concerns with this pending law.

You can use Ai to quickly ID your local reps and send them a note.

It may be that this fight does not resonate with you today, but I ask that you think ahead to a time when you might find the use of an ebike to be practical and important. This restriction on personal freedom is unwelcome.

NJ law requires minimum coverage liability insurance on all motor vehicles. Penalties for driving without coverage are stiff:

The initial consequence is a fine that ranges from $300 to $1,000. A first-time offender is also required to perform a period of community service, with the duration decided by the court.

The consequences for a second or any subsequent conviction for driving without insurance escalate substantially. The fine increases significantly, with a maximum penalty of up to $5,000. A mandatory 14-day jail sentence is also imposed for subsequent violations, paired with a required 30 days of community service.

Will this also apply to e-bikes?? Scary thought

Is that really all it is to drive with no insurance? Seems like a pretty good deal.

DWI, lose your license, start riding a bike.

Choose an e-bike and get arrested for no insurance.
"Upon passing your Road Test, obtain your e-bike license at an NJMVC Licensing Center." .. This line is pretty confusing too.. So you can't ride an ebike w/o driver's licence??

This aligns with boating because of jet skis.
Of course a jet ski has a throttle, so if they need that reconciliation, there it is.

I need to check if a boat license is needed for low speed electric. Think trolling via tiller.

Bicycle delivery in large cities has been a thing long before there were cell phones, much less Door Dash and the like.

"the prior administration of issuing criminal summonses to e-bike riders and cyclists for low-level traffic offenses will be rescinded. Under that policy, riders could be criminally charged for minor violations such as disobeying a stop sign — forcing them to appear in criminal court, with failure to appear risking a bench warrant or arrest."

"Under the Mamdani administration, these violations will instead be addressed through the same civil summons process as motorists. This change ensures accountability while ending a punitive system that has disproportionately burdened working New Yorkers."

I called the office of Nicholas Scutari today. (this law came from his desk)

They admitted that this law was aimed at E-motorcycles and NOT pedal-assist e-bicycles.

(732) 827-7480

Call his office and let them know that you are concerned that e-bicycles do not need any registration / insurance. They have to take your call.
