I don't believe it's a bug, the button doesn't show in New posts, but if you click on the post and enter the thread the button is at the top of the screen as it should. It's an Out of Context situation...

When I look at 'New Posts' ignore is where it was...

I'll agree it isn't a bug, it is a configuration error in something that I can't configure!
I really don't want to look at the code.

I tried to bring it up a decade for the youth.
