In the market for a SS roadie for commuting. I have a 31" actual inseam. (Thats not jean length) Most likely need 51-53cm frame. I would like to keep this $250 range and under.

I can get a brand new one for $350 so I'd like to try to find a used one first. At a good price.

I don't have a road bike for sale. However, if by "inseam" you mean the measurement from the floor to your crotch is 31" without shoes, you'll be needing something bigger than a 51-53, unless you have a short torso and need a short top tube?
 
eh I was actually fitted onto a 52cm(Cannondale CAAD97), I figure I can test ride something and give or take and make adjustments with a set back post or shorter longer stem if need be. But yes w/o shoes my inseam is 31".

I've also ridden a Schwinn Fastback Sport (M, i guess 54cm) and it felt like I was driving a truck. Too big.

If you've been fitted, that takes the guess work out of it. I have a similar inseam and ride a 56. Yeah I don't really like this whole S, M & L thing that has been introduced to the road bike industry lately. Anyway, in that price-range I think a vintage conversion on craigslist might be your best bet.
 
Been looking through the garage I have all parts to make a flat bar one just need a crank haha. Might go that way... Thanks for the help.
