Simplify it by regulating the speed and just allow throttles to simplify it further. Ebikes just themselves have 3 classes and that doesn't even include all the low speed vehicles, nobody cares that ebikes have 3 classes and nobody has ever paid attention.I can't envision how they're gonna successfully regulate e-bikes. Let's say they come up with a definition of what constitutes an e-bike, which would be the first step in writing a law. The lines between so called "classes" of e-bikes are already so blurry and new variants are popping up as we speak. Then there's e-skateboards, scooters, OneWheels, Segways, DIY hacks, etc. By the time they come up with legislation, there will be some new type of propulsion system that doesn't involve wheels. I feel like I saw the original version of this movie when mopeds arrived on the scene.

Sort vehicles by weight and speed, everything with a motor and put in 4 classes. Anything up to 6mph is a toy and there are pretty much no rules so your baby can ride a hoverboard. Class 3 anything up to 12mph needs a helmet and you need to be 12 to ride. Class 2 anything up to 20mph and 14 and up. Class 1 no more than 80lbs and no faster than 30.
Your baby can ride a hoverboard but not go too fast.
Your 12 year old can ride their razer moto with a limited and safe speed
You can ride your mtb on trails and road with a reasonable speed limit
Commuters can ride their faster bikes with a limited weight and limited damage liability.
If it's over 80lbs it's a moped and can abide by moped rules.

Do you have any new friends that just got into riding bikes?
I could use the same logic for myself, that all my friends with e-bikes came from regular bikes but I also don't know any new riders to the sport. I'm sure bike shops are the ones who would actually know the mix of new riders who go e-bike vs regular.
When I got into biking in my 20s I was fat and out of shape. An e-bike if affordable would have likely been my choice. And that 20-something me also thought riding wet muddy trails were cool until I knew better.
If I do get plastic forks I save them until it’s worth taking a trip to throw them in the ocean.
