Those are the most dangerous riders. Some of those dudes just weave the walkers at max speed.
Once this e-bike regulations hit, I guarantee you see local police handling out tickets at the CT.

I don't see how. You can't ID the rider without stopping them. How do you do that in an Explorer? Or on foot? Or on a bicycle? Plus the pursuit policy doesn't allow pursuing for traffic offenses generally. And it certainly doesn't address these types of vehicles. The policy does strongly caution against pursuits of motorcycles due to the potential for high speeds and unlikeliness of apprehension.
I do think that's one of the reasons registration would be helpful. Pedestrian gets license plate of offender and police can follow up at a later time at the owners residence.
The only way there are legal consequences are in civil court after a disabling crash and the rider is stuck at the scene.
