PS your analysis is flawed as you failed to account for the IRS compensation max of $290K. So the person making $400K in your example gets $14K in match, not $20K.

IRA limits should be the same as 401K or allow personal 401k as opposed to things like Solo 401k or Simple IRA.
Exactly, not helping people.it is meant to be a benefit for businesses.
businesses do not pay payroll tax on retirement contributions is one reason.
although small companies get hit with the plan fees that probably nullify the savings.
the other kicker is vesting - it helps retain employees.

Business isn't charity - it's about being competitive and attracting and keeping the best talent. Employees have the choice to work where they get the best salary/benefits/etc.

If employees want the most money they would organize but money is spent from the beginning to influence people to think otherwise. They have made it taboo to discuss salaries and other dumb shit that only benefits business.
What's the point of developing an economy if you don't work any less? I don't physically have to work, it took me 3 weeks to automat my job now all I do is attend meetings and hang out for 40 hours a week it's dumb. A business's goal is to make as much as it can our goal should be to work the least amount possible.
