It's basically the park in conjunction with the trail builders/maintainers making the decision there. Unfortunately, for every responsible rider like yourself, there are 12 people who simple DGAF and will ride in mud the second the sign comes down. The sad reality is that people cannot be relied on to make good decisions.
Yup, I was thinking that too. Keeping it closed "for the season" when that season is over and the conditions are likely good (as far as wet/mud goes) is just keeping the respectful people from riding. The DGAFs are probably there today.
 
The issue is that 7/8th of the park is probably bone dry, but that other 1/8 holds water like a sponge.

Yes. 100% of the time. Nobody ever breaks the law.

The real answer to that response is: So we as a collective shouldn't bother trying?
