Without buying a Windows license you’ll just have the activation error forever unless the hardware has a license embedded. But yes, you can create a stick with Rufus like others mentioned to bypass TPM/CPU requirements. Threw W11 on an older Intel NUC as a garage PC. You’ll still get all updates, just may be slow depending on just how old the hardware is and you’re not missing much with an inactivated Windows install for basic use.
