Bomb builders make their own tools so that the tooling marks can't be traced.
That's counter-intuitive, I would have guessed that a hand-made tool will leave it's distinctive marks helping to associate the bomb to the alleged builder, where all industrially produced tools would be more 'anonymous'...wait, were these bomb builders caught by any chance?

Curious though, why would you want to build your own tools, especially tools that require to be perfectly flat or square such as in requiring exact machining...not to mention they're probably cheaper to buy than build. I would honestly buy a solid set of tools and then concentrate on using them on as many projects as possible to make them worth the initial expense.
Sometimes it's more about the journey than the destination. There's a certain satisfaction creating something as "simple" as a tool that can perform the same task as one that you can just buy. It's also not as hard to get perfectly squared surfaces as one would think if you are good with measuring and pay attention to what you're doing.

I've made plenty of tools and fixtures because they either weren't commercially available or were prohibitively expensive and they were needed to get the job done, slightly different than what Max is doing but not that far from it.
 
Just curious... what tires/hubs are on those?

Hub is a Roval I assume. It’s not a name brand
