What if Jungle Habitat was closed to mountain bikers?

When JORBA sends letters to land managers on behalf of the MTB community it would be really nice to reference a higher number of members. Membership is a voice that speaks on issues like this, and we have a lot more mountain bikers in NJ than we have numbers.

Yeah all 200 members we had amazingly didn't influence the county.

I don't want to get off topic but are there really only 200 members? I don't have a problem with a paid membership knowing the money is going to something I believe in but so people might be on a tight budget. What if you had a free level of membership, without t-shirts and stuff like that, to get more numbers. I'm assuming jorba makes more money from volunteer hours than membership fees?

Let me address this in segments:
During the attempt at reversing the South Mtn. ban we had only 200 members, currently we are at the 300 mark. Our attempt failed purely due to the fact that we were lied to by a prominent politician who is still in power and living large. He has a bigger bankroll than we do.....Jungle is at the state level and therefore we stand a better chance.

Our insurance company charges us by membership numbers, if we brought in free memberships we would go belly up.

JORBA does NOT make money off of volunteer hours, we use volunteer hours as sweat equity toward tool grants. JORBA is 100% volunteer and the money raised by membership goes towards tool purchases, INSURANCE, and support of local chapters and does not go toward salaries.
 
There is a committee meeting tomorrow, but I am not sure if outsiders are welcome. If I find anything out, I will post.

Don't we "know a guy" who can persuade a couple officials to "accidentally" forget about this and make it go away? I mean - it is Jersey...

I fully understand jorba doesn't "make" money. I was referring to the grant money from man hours that pays for those things.

I didn't know about the insurance based on memberships so now I understand there needs to be a fee. I was just thinking if a larger membership would give us better representation and help. I agree $25 is nothing compared to the cost of the sport. Now back to the topic.
 
I've got an update from the mayor. She expects the cost of the lease to be nominal, but they are still looking at Jungle.

Thank you for your input. First, allow me to correct any misinformation you have apparently obtained. The ATV committee does NOT have the power to spend any taxpayer funds. They are advisory only. Also, we do not currently have a lease with the State for Jungle Habitat. In the past, the township did have a lease agreement, but there was no charge. It merely permitted the township to use the property, free of charge, for special events like the fireworks display.

As I'm sure you are aware, the State owns the property. At this time, the DEP is conducting a study of the entire property to determine appropriate uses, including passive, active, motorized & non-motorized activities. Even if all of these activities are permitted, they would be limited in terms of location, with properly marked areas for each type of activity, so as not to disturb surrounding residents or the other users of the property.

The DEP made it clear that IF an ATV park is feasible, it cannot interfere in the hiking, biking, horseback riding and other "quiet" activities for the enjoyment of participants, nor can it be located by particularly environmentally sensitive areas. They are very concerned about protecting existing uses, as am I. They also very specifically cited that minimum buffers would be needed to protect the neighboring residents.

The final use will ultimately be up to the State, although input from the council is certainly sought.

On a personal note, I certainly agree that the neighbors, the existing users of the property, and the property itself needs to be protected. My personal, primary goal has been to work with the DEP in allowing more local uses on a vast property that is currently under-utilized, such as allowing concerts and other special events without the need for lengthy State permitting processes.

At this point is there anything John Q Public can do to help the MTB cause for JH? I'm an Allendale resident and Jorba member and would gladly participate in any way to I can to keep the park open to riders.
 
I would like to help any way I can. I have an idea but it most likely is poor and some people wont like it but it might work as crazy as it sounds.
 
You should contact the DEP, The commissioner's address is in the first post. And remind them something along the lines...

but under NJ statue Title 13:1L-5.1 the DEP Commissioner is required to consider the impact on current recreational activities such as hiking, trail running and mountain biking. ATV’s will have a detrimental impact on these activities. Furthermore, “ Under the ATV legislation, the DEP must purchase new land for the parks and may not use existing state park lands.” In addition, Pending legislation would prohibit the siting of an ATV park within 5 miles of residential zoning. State law is clear, Jungle Habitat is not suitable for development as an ATV park.

Years ago, this Jungle Habitat was considered and then rejected for ATV use. Since 2006, local clubs JORBA and Team Town Cycle have invested more than 3500 man hours cleaning, building and maintaining trails at Jungle Habitat. Kids races, mountain bikes races, trail runs and mountain biking festivals are held at Jungle Habitat every year. Jungle Habitat is now widely know in the mountain bike community, drawing riders statewide, nationally and even internationally. Now all that is at risk.
 
Does it involve tearing up the mayor's lawn with an ATV. In which case, it probably is a bad idea.

Nope but I would end up running my self over from laughing so hard from all the fun lol.

Show up to town hall meeting with a few of my biker buddies as ATV fans and ask crazy questions that would make them question the crowd they would bring in. Examples of question would include, "will they add a liquor store and gas station so we can gas up while we buzz up for the day, will I be able to smoke my marijuana anywhere I like or is there a no smoking zone either way I'm lighting up." lol I'm joking of course but this tactic was used in my town when we were going to get a white castle 🙁 unfortunately it worked and I still have to drive to Ledgewood.

My involvement with jungle habitat began years ago after I read an article in my local paper about an organization called JORBA that was building trails there. I had hiked and biked to the jungle from my home, and I wanted to be involved. I showed up the following week and met Dave and Jeff for the first time. Little did I know, as we trudged through the snow and hacked out the first turn on a trail that was to become hippo, that this was the start of my odyssey into trail building and advocacy. It reignited my love of mountain biking and allowed me to give back to a community I have grown into. I quit smoking, I started riding more, and I am now secretary of JORBA.

Since 2006, JORBA has invested more than 3500 man hours cleaning, building and maintaining trails at jungle habitat. Kids races, mountain bikes races, trail runs and mountain biking festivals are held at jungle habitat every year. Jungle habitat is now widely know in the MTB community, locally, statewide, nationally and even internationally. Check out some articles from The Magazine and Dirt Rag Magazine. Now all that will be gone.

I have nothing to add regarding the fight, except thanks for raising awareness. The note from the Mayor certainly sounds promising. Generally I don't worry too much about these issues killing our trails. Seems the overwhelming desire is to restrict access the hardest against anything with a motor.

One thing I hope you keep in mind, (as a person who's also seen hard work blown up)...the access and evidence of your efforts may someday disappear, but everything Jungle did for you, and you did for it and others, will never be gone. if you ever must, I hope you can grieve the loss, say 'thanks for the memories' then take your attitude, dedication to riding, and work ethic and keep on chugging.

West Milford Taxpayer to pay for ATV park

Today's Suburban Trends reports that the West Milford Town Council is considering spending $11,000 on a contract for the design one of two ATV parks, of the two, Jungle Habitat is their prefered site.

The council is meeting tonight at 6:30 at town hall. Please consider attending if you can.

Specifically:
10) Resolution No. 2015 – 145 Resolution of the Township of West Milford, County of Passaic, State of New Jersey Authorizing the Award of a Professional Services Contract without Competitive Bidding to Paul Ferriero of Ferriero Engineering for the Design of Two (2) ATV Tracks

According to today's' Suburban Trends, the contract is for $11,000.

If there is to be an ATV park that is managed by a third party I think that third party should pay for it not the taxpayers of West Milford.

This would be setting a new precedent. Consider:

West Milford does not pay for NYNJTC to design and build hiking trails on state property in town.

West Milford does not pay JORBA to design and build MTB trails on state property in town.

West Milford did not pay for the design, building or maintenance of the pump track.

Why are they considering using township money for this project and not similar ones?
