He has removed me from meetings to close out projects that limits my exposure. The projects that have NDAs come from the team I want to join, at the direction of my VP skipping my manager and director which leave them butt hurt.

So you have the VP on your side - typically, policy can be manipulated when it is for the good of the company at that level.

It is very different now, HR doesn't want the company to get sued, so if you can explain what is happening in a way that
the manager is blocking your career for selfish and/or vindictive reasons, they usually respond. Keep it professional, you should
also document a couple cases of this happening with screen shots/email supporting your claim.

and if your boss wants to know, s/he should sign the NDA too. how hard is that?

Looking for serious advice for once so so please refrain from shit posting

I've been in my position for 10 months and 20 days, at 12 months I am free to take any job that will take me. This morning I was invited to apply to a position. Typically takes 2 to 3 weeks to get through the application process, and you are stuck in your seat for up to 30 days.

The advice I need

My manager has a huge ego and has had 80% turnover since I joined the team(not my fault his track record shows he's hard to work for). I typically have no issues with him but I get special projects that requires NDAs so he punishes me for lack of transparency.

How do I approach him? I don't want to get tied up in policy
So you are tied in for 12 months at the same company? I don't know the dynamics, but I would go for it. Opportunities only come back so often and you don't want to ragret it.

Position I want another job in another bu where the money is!!! I'm stuck in my seat for 12 months but exceptions are made all the time

They aren't privileged to sign the NDA as it may impact their job directly. I'm the only avenue to get the requested information for my unit so I'm an exception to that. I don't think my job will be here for very long tbh. But that isn't my motivation, I want to be part of a team to accelerate my growth and learning. I'm right now riding stack overflow for all it's worth.
 
New manager has never delt with my bu, I'm enter a the field I would like to be used for with a more narrow focus if I get the role. I think it going to have to throw this and it will land where it lands.

If I apply this job is mine, I have been a resource for this team for the past 6 months, and 2 team members forwarded the job to me. It's just internal politics that are going to be a hold up I got a meeting at 345 to make him aware.
I think if youve been close to the team and they're forwarding the job to you, you can explain to your boss that you weren't actively seeking to jump ship, but we're presented with an opportunity. Is what it is.

Can I answer now with a joke and/or serious response? First, how long have you been with this company? And how long do you plan on staying? Second, just from what you said, it's an easy decision - go for the new position. Who cares what your current boss thinks - if he's that difficult to work for it's not worth sticking around in his group. Just apply for it and tell the boss later.
 
Is there any chance that they may refuse your application because you're still bound by your 12 months constraint? I would think that would be key in making your decision, you don't want to apply for the position and then still have to deal with your current boss after going over his head...

My boss can say as much as not giving me their blessing after our conversation he tried to hit the brakes on my movement but the ball is already rolling.

4 years next month
I want to stay 6 more months, I've already got another job lined externally but wanted better experience
I'm not worried about what he thinks I was worried about how he would play politics which he has but already knows I'm almost eligible so we're in a grey area where we both are in control
I had to tell him first once I apply he is notified by the system I thought about playing dirty and purging some of my information so the system wouldn't connect us but trying to play by the rules
