I really think the minimal signage is by design.
The town has no real way to enforce the deed restriction. They placed some signage and the concrete barriers to be "in compliance" with the State, but there is no borough ordinance allowing enforcement. No NO TRESPASSING signs. No patrols. If they put more visible signage, the town's hands could be forced to do more, and I'm sure legal counsel has told them do as little as possible to make the State happy with the situation.
I'm not advocating for riding the deed-restricted trails, I'm saying it might be best to leave it as is.
