Yea that should be an easy job with a 7 pin harness and an LED floodlight or two mounted to the bottom of the rack.
They actually make a bracket that fits around the vehicle side of the hitch receiver.

Depending on the vehicle as soon as you plug something into it even if it's just a light it will think it's towing something and disable some vehicle safety features. Just something to keep in mind if you care about it.
That may very well be an item for the pro column depending on how new the jeep (based on the bumper cutout and the m on the plug cover) is
