This video was staged. That one person coming out of store and throwing bags up in the air before they run???? looks like something out of a silent movie. Every filming location is controlled to be sure nothing serious happens(the bomber doesn't get shot). Also I'd say people would not process and react that quickly to what takes place.
That being said its still funny, just like those Benny Hill skits.

I've never found speeded up skits/parts in movies like this funny - I guess it's just me. But a guy changing in a school parking lot? Now that's funny!
