In reading this, I counted 9 mentions of roads, drivers, vehicles, etc. and 0 mentions of trails, off-road, etc.

I get scope creep is a real thing, but if enacted as this reticle reads, it doesn’t seem that eMTB on dirt trails is the target.

Of course there are those road crossings while riding trails that can be a potential gotcha?

This definitely sucks for folks using e-bikes properly on the roads tho.
 
Did anyone else notice this part from Murphy's statement?

"In addition, the legislation provides that motor vehicles must use due caution when approaching e-bikes on the road – slowing down, leaving a safe distance, or changing lanes when passing."

This is in the bill:
no low-speed electric bicycle or motorized bicycle, as those terms are defined by R.S. 39:1-1, shall be operated on the public highways or on public lands of this State unless registered by the owner

For real though, I’ve never seen a non-moto style e-bike on the road. Except one time I ran into Marvyn in Plainfield.

"Horse" includes mules and all other domestic animals used as draught animals or beasts of burden.
 
Okay so we have “motorized bicycles” and “low-speed electric bicycle” but were these really the problem? Either one, not to exceed 28mph. So, the emotos capable of 50+ mph just keep riding illegally, like they do now?

Can someone explain this part? Operating on roads vs off-road?

Section 2 of P.L.2019, c.121 (C.39:4-14.16) is amended to 32 read as follows:

f. (1) The operator of a [low-speed electric bicycle or] low-
speed electric scooter shall not be required to register the [low-
speed electric bicycle or] low-speed electric scooter [, furnish
proof of insurance,] or have a driver's license.

(2) The operator of a low-speed electric bicycle shall be
required to register the low-speed electric bicycle and have a
driver’s license to operate the low-speed electric bicycle pursuant to
section 2 of P.L.1975, c.250 (C.39:4-14.3).
 
  • Existing Owners: Current owners of e-bikes not previously classified as motorized bicycles have a one-year grace period from the law's effective date to meet licensing, registration, and insurance requirements.

So will see how this is enforced for a year.
My guess is it will be forgotten just like the helmet law for minors.
 
Does anyone think there will be some pushback from the the shore town (or any town) bike rental shops that rent e bikes?
From what I see that's a good part of their rental business or do they just jack up rates to cover registration and insurance?
