Frozen water main - suggestions?

Two things make me think it is:
1 - getting the water turned back on last year, another contractor excavated the pit through three feet of snow and turned it on. He only dug one hole. I know this because he told me about it daily for the next week, as the plumber struggled to fix 20+ pipe breaks.
2 - the nut on the left side is five sided, which is Town-speak for "you don't have THIS kind of wrench, so it's secure and you can f*ck off back to your house now!"
You are correct about 5 sided bolt head. Also, in the photos you took I can see an arrow on the other side of the meter pointing towards the little screw that you marked (used for getting air into the line to drain after the 5 sided bolt head is turned).

Going through some drawings just now and noticed that Jackson NJ requires it to be 4' minimum. Seems excessive but it may keep out the meth heads.

My first year in my house the pipe froze from the well to the house.
The plummer came out and in one minute said it's right here, pointing to the cracked walkway.
Start a fire on the cement walkway. That fixed it. Since then I now have heater tape wrapped
around that pipe and I plug it in every winter. Not by the cracked walkway, that has been fixed,
but where the pipe enters the house because it too isn't buried too deep. Good old heater tape!

That's standard practice (in NJ anyway) for this exact reason. Meth heads are easier to deal with than this!
 
That was just to do the job. Not to buy the thing. We're heading out to Sussex to rent one, and the long cable runs, from a place that isn't United in Morristown, which is staffed by assholes. Fingers crossed. If that doesn't work, we'll just get smellier and smellier and eventually the Earth will move closer to the Sun and we'll be able to bath in the lake.
Not to have water for a day and then wasting 1/2 day just to save a couple of bucks and DIY . My time is worth more then the savings is all I’m saying . Good luck ! No water sucks
