i have one that has 12.5" above the min insert line.
only caveat is the seat has to have on opening because the front bolt is tightened from above.
and you have to make 1 out of two (i have two), cause i broke one, and the other is is longer.

tighten from the top what kind of design is that? I couldn't you just hand tighten it really well with your finger tips and the use the back bolt to cinch and set the seat angle. I guess it will take many attempts to get it right.
